David Addington who replaced Scooter Libby as Dick's chief of staff has been extensively involved in the White House policy of torture and the Mad king Boy George's power grab.
He has been with Dick for decades and is Dick's brain. Although neither one of them gives a rat's ass about the Constitution.

They consider themselves above the laws of our nation.

Jane Mayer wrote a detailed article about Addington and his control over the White House Policy. He would label anyone who questioned his methods as being "soft on terrorist" and therefore they would be shut out of meetings. Powell was one of those people, as well as military personnel who disagreed with their decisions.

He also insisted that the role of the president is that of Commander in Chief.

A Commander-in-Chief is the commander of a nation's military forces or significant element of those forces.

They are using the Commander in Chief as a whole new meaning. They think that includes all American citizens which is not the case AT ALL!
